How appointments work
Several of the organizations for which the ministers have appointment responsibilities have been established under land claims and enabling legislation to carry out functions associated with resource management and dispute resolution. Many play a particularly significant role in the North. Others have an advisory role to the ministers. These organizations (boards, panels and commissions) are physically located across the country and vary in scope.
Members of these organizations are appointed in one of 2 ways:
- A Governor in Council appointment is made by the Governor General on the advice of the minister or ministers and the Queen's Privy Council of Canada.
- A Ministerial appointment is made directly by the minister or ministers through a letter of appointment.

Eeyou Marine Region Impact Review Board

Environmental Impact Review Board (Inuvialuit Region)
Minister of Crown-Indigenous RelationsThe Environmental Impact Review Board (Inuvialuit Region) carries out environmental impact assessments and public reviews of development projects referred to it by the Environmental Impact Screening Committee. The board decides whether a project should proceed and, if so, under what specific terms and conditions. The board also considers any remedial or mitigating measures that it feels should be applied to the project to minimize harm to wildlife harvesting. Where wildlife compensation is an issue, the board may also recommend limits of liability for the developer.

Environmental Impact Screening Committee (Inuvialuit Region)
Minister of Crown-Indigenous RelationsThe Environmental Impact Screening Committee (Inuvialuit Region) conducts environmental screening of development proposals affecting the Inuvialuit Settlement Region to determine whether they could have a significant negative impact on the environment or on wildlife harvesting. Development proposals so identified are referred by the Screening Committee to the Environmental Impact Review Board or another appropriate body or bodies for an environmental impact assessment.

Gwich'in Arbitration Panel
Minister of Crown-Indigenous RelationsThe Gwich'in Arbitration Panel resolves disputes in any matter which the Gwich'in Comprehensive Land Claim Agreement stipulates is to be determined by arbitration, and any matter concerning the interpretation or application of the agreement where the parties agree to be bound by an arbitration decision. The decisions are conclusive and binding on the parties to the arbitration and cannot be challenged by appeal or review in any court except on the grounds that the arbitrators have erred in law or exceeded their jurisdiction. In the absence of the Surface Rights Board to be created by legislation, relevant surface rights disputes in the Gwich'in Settlement Area may be referred to the arbitration panel.

Gwich'in Land Use Planning Board

Nunavik Marine Region Planning Commission
Minister of Crown-Indigenous RelationsThe Nunavik Marine Region Planning Commission is responsible for establishing, in conjunction with government, broad planning policies and objectives for the Nunavik Marine Region. Land use plans developed by the commission must be consistent with provisions of the Nunavik Inuit Land Claims Agreement. Nutrition North Canada Advisory Board

Wek'eezhii Renewable Resources Board
Minister of Crown-Indigenous RelationsThe Wek'eezhii Renewable Resources Board establishes policies and proposes regulations in respect of the harvesting of wildlife, both on a personal and a commercial basis, on commercial activities related to wildlife including commercial establishments for harvesting, guiding and outfitting services and hunting, fishing and naturalist camps and lodges. The board approves plans for the management and protection of wildlife, the designation of conservation areas and endangered species, interim management guidelines and park management plans as well as regulations proposed by government. It also establishes rules and procedures for consultation and reviews any matter in respect of wildlife referred to it by government.

Yukon Dispute Resolution Board
Minister of Crown-Indigenous RelationsThe Yukon Dispute Resolution Board provides a comprehensive dispute resolution process to resolve disputes which arise out of the interpretation, administration or implementation of settlement agreements or settlement legislation. It facilitates the out-of-court resolution of disputes in a non‑adversarial and informal atmosphere. The decision of an arbitrator is not subject to appeal or to a judicial review in any court except on the ground that the arbitrator acted beyond or refused to exercise jurisdiction. In such a case, an appeal would be within the jurisdiction of the Supreme Court of Yukon.

Yukon Surface Rights Board
Minister of Northern AffairsThe Yukon Surface Rights Board resolves disputes between surface and sub-surface interests, only after the parties have gone through negotiations of an agreement. Failing agreement between parties, the board establishes the terms and conditions of a right to access, if any, to settlement land as well as determines compensation allowed for access and compensation for land expropriated.

Yukon Training Policy Committee
Minister of Crown-Indigenous RelationsThe Yukon Training Policy Committee deals with training matters resulting from the land claim negotiations. The committee supports Yukon First Nations people to obtain training to implement land claim agreements and participates in economic opportunities arising from its implementation. The committee works with First Nations who require assistance in developing training plans to access the Yukon Indian People Training Trust.
