Description of the horizontal initiative: In 2016, in response to the Truth and Reconciliation Commission's Calls to Action and the decades long advocacy from families and survivors, the Government of Canada launched the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG) and two-spirit, lesbian, gay, bisexual, transgender, queer, and intersex (2SLGBTQI+) people. This inquiry included all provinces and territories and the federal government. It brought together Indigenous leaders, families and survivors, communities, knowledge keepers, experts and institutions from across the country to study and discuss the underlying social, economic, cultural, institutional, systemic and historical causes, policies and practices for the ongoing violence towards Indigenous women, girls and 2SLGBTQI+ people. The work of the National Inquiry ended in June 2019 with the release of Reclaiming Power and Place: The Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls. The report contains 231 Calls for Justice calling upon various organizations to take action to end the causes of this violence, including a call for the Government of Canada, provincial, territorial, Indigenous and municipal governments, and Indigenous partners to work together to respond to the issues identified by the Final Report.
On June 3, 2021, the 2021 National Action Plan: Ending Violence Against Indigenous Women, Girls, and 2SLGBTQQIA+Footnote 2 People was released. As part of the National Action Plan, the Government of Canada developed the Federal Pathway, which outlines a set of commitments for federal departments and agencies to support systemic change to address the tragedy of missing and murdered Indigenous women, girls, and 2SLGBTQI+ people. Through investments contained in the Fall Economic Statement 2020, as well as in Budget 2021, federal departments and agencies are working together to address gender and race-based violence. Through this work, and that of partners, we look to fulfill a shared vision, as elaborated in the 2021 National Action Plan:
We envision a transformed Canada where Indigenous women, girls, and 2SLGBTQQIA+ people, wherever they are, live free from violence, and are celebrated, honoured, respected, valued, treated equitably, safe, and secure.
This horizontal initiative is a whole-of-government approach to reporting on common goals and measuring related outcomes. It is complementary to, and in alignment with, the outcomes published in the context of the Federal Pathway Annual Progress Report, which provides both qualitative and quantitative information related to these outcomes that will be expanded in future years.
Governance structures: The Horizontal Initiative Results Framework on MMIWG and 2SLGBTQI+ People will be reported in the Departmental Plan and Departmental Results Report of the lead department (CIRNAC) and will be implemented through the existing horizontal governance structures, such as but not limited to thematic interdepartmental results working groups, the Director-General (DG) Steering Committee and the Assistant Deputy Minister (ADM) Oversight Committee. The ADM Oversight Committee will ensure horizontal results monitoring, reporting, and assessment, including the collection of consistent data.
CIRNAC, through the leadership of the MMIWG Secretariat, will continue to be the lead department and convener for working-level groups, as well as for these committees. Participating departments and agencies will provide information on their relevant departmental activities as required by the ADM Oversight Committee to implement their respective activities connected to the horizontal initiative. Further, participating government departments and agencies, through interdepartmental results working groups and the DG Steering and ADM Oversight Committees, will work collaboratively to ensure the development of results and resource frameworks, collect and consolidate data, monitor performance indicators, manage risks and mitigation strategies and communicate results throughout the lifecycle of the horizontal initiative.

Planning highlights for 2025–26:
Theme A: Culture
PCH: The Indigenous Screen Office Program (ISOP) will continue to manage the 2024-2027 Contribution Agreement with the Indigenous Screen Office (ISO) Corporation. This includes achieving the expected results—at least 3 partnerships per year, 1 research report and 8 additional sector development activities—by March 2026.
For Indigenous Languages, the allocated funding from Budget 2021 for this specific horizontal initiative activity has ended, except for an ongoing funding amount of $2 million per year. This funding is directed to national Indigenous organizations to build capacity in order to engage with Canadian Heritage on the implementation of the Indigenous Languages Act.
Theme B: Health and wellness
ISC: Building on the success of Budget 2021 investments, ISC has reinvested $167.6 million over the next 5 years, starting in 2024-25 through Budget 2024, to combat anti-Indigenous racism in Canada's health systems. With this funding, the Addressing Anti-Indigenous Racism (AAIR) in Health Systems Program will continue supporting Indigenous patient advocates, health system navigators, midwives, and birth support workers, as well as initiatives to increase Indigenous representation in the health profession.
Similarly, mental wellness investments renewed in Budget 2024 will continue to advance Canada's commitment to implement the 2021 National Action Plan: Ending Violence Against Indigenous Women, Girls, and 2SLGBTQQIA+ People. These investments include funding to support access to community-based and trauma-informed cultural supports (i.e., Elders and Traditional Healers) and emotional supports (i.e., community-based health workers and peer supports), and mental health counsellors (i.e., psychologists and social workers) for Indigenous people affected by trauma and intergenerational trauma. This includes survivors, family members, and Indigenous people impacted by the ongoing crisis of MMIWG and 2SLGBTQI+ people. Investments have also supported continued access to crisis line services related to Indian Residential Schools and MMIWG.
CIRNAC: A national Call for Proposal for the Wellbeing of Families and Survivors of Missing and Murdered Indigenous Women, Girls, and 2SLGBTQQIA+ People Contribution Program was launched in June 2024 to support healing and commemoration projects for the 2024–25, 2025-26, and 2026-27 fiscal years.
PCH: The Sport for Social Development in Indigenous Communities (SSDIC) funding component launched an open call for proposals for projects in early 2024. During the 2024-2026 intake period, 50 recommended projects will be delivered. The priority for these funds is to support Indigenous governments, communities, and other not-for-profit Indigenous organizations in delivering sport and recreation projects that meet community-identified needs and priorities of Indigenous women, girls, and 2SLGBTQI+ people in Canada. SSDIC seeks to ensure equitable programs and services that include all distinction groups (First Nation, Métis, and Inuit) in all provinces and territories, including urban, rural, and remote/northern communities.
Theme C: Human safety and security
ISC: As a direct result of the Comprehensive Violence Prevention Strategy, ISC will continue to work with CMHC on the Indigenous Shelter and Transitional Housing Initiative throughout 2025-26, and will provide the necessary supports to ensure the continued viability of selected projects. Projects selected by the Indigenous and Inuit Selection and Steering Committees will have until March 2026 to complete construction in compliance with the Initiative's timelines, which will enter into its final year of operation. ISC's Family Violence Prevention Program will continue to provide pre-development and start-up funding to projects, and on-going operational funding once construction is completed. The program will also work closely with the National Indigenous Circle Against Family Violence to ensure proponents have the necessary mentorship and training to facilitate effective programming and operations. In addition, the program will continue to work closely with its regional partners to ensure a holistic approach to supporting each project during their construction and operations.
PS: The department is supporting MMIWG and 2SLGBTQI+ people through close coordination with other federal departments and the implementation of initiatives to support culturally responsive policing and community safety planning in Indigenous communities. For instance, in 2025-26, PS will continue to engage Indigenous communities to develop and implement Community Safety Plans. Additionally, the Northern and Indigenous Crime Prevention Fund will continue to support the implementation and evaluation of innovative and promising culturally sensitive crime prevention practices.
CHMC: In 2025-26, CMHC will continue to support programs that provide housing assistance to those in need, particularly women and their children, and 2SLGBTQI+ people who are fleeing violence. Shelters and transitional homes continue to operate to support safety and security. The National Housing Strategy (NHS) has set a 25% target for all combined housing programs to assist women and their children. To date, this target has been surpassed.
Theme D: Justice
JUS: The number of Gladue reports continues to increase as additional regions develop capacity. Justice is on track to have 11 out of 13 regions developing and delivering Gladue reports by March 2026. The number of administration of justice tables through the Recognition of Indigenous Rights and Self-Determination process is likely not to increase during 2025-26 due to fiscal restraint.
PS: First Nations have long called for reforms to the funding of First Nations police services and for federal legislation to recognize these services as essential. These calls for reform intensified with the release of the Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls, which included Call for Justice 5.4 to reform the delivery of policing services in Indigenous communities.
To advance this work, and building off extensive engagement and collaboration with key partners such as the First Nations Chiefs of Police Association (FNCPA), First Nations Police Governance Council (FNPGC), provinces and territories, and First Nations, Public Safety continues to build consensus on the scope of federal legislation and advance reforms to the First Nations and Inuit Policing Program (FNIPP) to improve program delivery.
RCMP: The RCMP will develop an Intercultural Learning Strategy Action Plan, informed by consultations with national Indigenous organizations, outlining the activities and initiatives that will be undertaken to support the integration of intercultural competence in all aspects of learning at the RCMP. The action plan will include the identification of learning products for RCMP employees that will be reviewed from an intercultural competency lens, as well as identify new learning products and initiatives to be developed for RCMP employees, aimed at making systemic changes to learning policy, standards, and processes.
ISC: The department will continue to provide Indigenous-led solutions to community safety through the Pathways to Safe Indigenous Communities initiative by investing $36.6 million in 2025-26. Furthermore, ISC will continue to address sex-based inequities in the Indian Act through the implementation of former Bill S-3, which contributes to Call for Justice 1.2v by ensuring women and their descendants (of all genders) are entitled to be registered and able to seek band membership. The objective is to process applications within its 6-month service standard, allowing individuals to access programs and services associated with registration and band membership.
Theme E: Capacity building and coordination
CIRNAC: A targeted Call for Proposals for the Supporting Indigenous Women's and 2SLGBTQI+ Organizations Program is ongoing with the potential for new 1-year projects to begin in early April 2025. These projects will support the ability of organizations to advance the interests of grassroots Indigenous women and 2SLGBTQI+ people.
A national open Call for Proposals for the Supporting Indigenous Women's and 2SLGBTQI+ Organizations Program will be launched in Fall 2025 to support the ability of organizations to advance the interests of grassroots Indigenous women and 2SLGBTQI+ people with multi-year agreements (3-5 years) beginning in the 2026-27 fiscal year.
CIRNAC, through the Indigenous-led Data Research Program, will continue to fund MMIWG 2SLGBTQI+ data-related projects.
