Initiatives to engage applicants and recipients: An Assembly of First Nations – Canada Joint Technical Working Group on Specific Claims is working on process and policy reforms. The national engagement sessions completed in 2020 will inform the identification of reform options for the specific claims process, including:

  • access to funding for First Nations to participate in the Specific Claims process
  • increased transparency and information sharing
  • process efficiency
  • enhancing the independence of the process

This collaborative work to identify and implement policy and program reforms will continue throughout 2021–22.

Initiatives to engage applicants and recipients: Inuit Tapiriit Kanatami is regularly consulted and engaged on the design and delivery of transfer payments to Inuit, and Inuit land claims organizations are consulted and engaged as necessary. For the 2021–22 fiscal year, these engagements will target funding for infrastructure (including housing) and advancing work on the Inuit Nunangat Housing Strategy, the Qikiqtani Truth Commission/Saimaqatigiingniq Fund, and the Nanilavut initiative. Recipients are also engaged throughout the year for the purpose of supporting results reporting.

Initiatives to engage applicants and recipients: General engagement with Inuit on 10 priority areas occurs on an ongoing basis throughout the year through the Inuit-Crown Partnership Committee and its various working groups.

A program review of the Basic Organizational Capacity authority is planned for 2021–22 including engagement of recipients in all provinces and territories, federal partners, and other interested parties through surveys/questionnaires/potential interviews. These engagements will inform the update of the Terms and Conditions of the authority, and possible reforms to the authority policy.

Initiatives to engage applicants and recipients: Based on feedback from past engagements, the First Nation Adapt program and the Indigenous Community-Based Climate Monitoring program funded the development of a third-party website (http://www.Indigenousclimatehub.ca) to engage recipients and to use as a community network tool. The website provides information on programming, links to resources, inspiring community projects and news about upcoming climate change events. The Indigenous Community-Based Climate Monitoring program will be holding regional workshops with recipient communities to share their experiences and discuss data sharing. In addition, programs' review committees and advisory committees will be used to engage recipients and to provide ongoing guidance on program priorities and approaches.

Initiatives to engage applicants and recipients: The Northern Contaminants Program (NCP) engages recipients on a yearly basis through 2 Management Committee meetings, one in the Spring and one in the Fall, as well as during the 5 regional contaminants committee meetings that occur twice a year. These meetings guide both the programs funding decisions and the yearly review of funded projects. The Management Committee meetings involve representatives from 5 federal departments (Environment and Climate Change Canada, Department of Fisheries and Oceans, Health Canada, Indigenous Services Canada, POLAR Knowledge Canada), representatives from all 3 territorial governments, representatives from Indigenous government organizations, as well as other Indigenous organizations, and academic representatives. The NCP also engages recipients through website updates and through regular email correspondence.

The NCP also engages recipients through the biennial Results Workshop. The workshop is attended by all funding recipients, and is open to NCP Management committee members, other Northerners, scientists and the general public. The most recent Results Workshop, held in Whitehorse in 2019, was attended by 122 individuals. The Results Workshop was an opportunity for consensus building, engagement on contaminants of local concern and discussion relating to the future direction of research funded by the Northern Contaminants Program. Information was also collected in a post-workshop survey. The next results workshop is scheduled for Fall 2021, however, due to ongoing COVID-19 related travel restrictions, the format and location is yet to be decided. This decision will be made in Spring 2021.

Initiatives to engage applicants and recipients: Nutrition North Canada (NNC) is committed to working with Indigenous and northern partners and communities including the Inuit-Crown Food Security Working Group and the Indigenous Working Group, as well as our recipient groups of the Harvesters Support Grant, in keeping with the spirit of reconciliation and commitments made to these groups with respect to joint measurement of results. 

NNC actively engaged with Harvesters Support Grant recipient organizations in Fall 2020. Discussions with Indigenous partners include how the Grant is being used, gaps and opportunities and how the program can continue to support communities throughout the COVID-19 pandemic. Through the Indigenous Working Group as well as individual meetings with recipients, all stream 2Footnote 1 organizations have been engaged and the program continues these conversations with stream 1Footnote 2 organizations into the new year. Additionally, to supplement the knowledge sharing component of an in-person gathering, NNC will be releasing a Harvesters Support Grant newsletter, an opportunity to share how the Grant is being utilized across Canada.

The department will also be working with recipient land claim, self-government and Indigenous organizations to co-develop indicators for the Grant.

Initiatives to engage applicants and recipients: The department is partnering with the National Centre for Truth and Reconciliation to update and maintain a National Residential School Student Death Register, to inform and share information with Survivors, families and communities, and to support reconciliation efforts for cultural healing. This initiative provides a foundation to implementation of the Truth and Reconciliation Commission's Calls to Action on Missing Children and Burials (72-76).
