Results achieved: This TPP contributes to results at the program level. For detailed results by program, please consult GC InfoBase using the programs listed above.

Findings of audits completed in 2025–26: An Audit of the Negotiation of Treaties, Self-Government Agreements and Other Constructive Arrangements Program was completed in 2025–26. Overall, the audit found that CIRNAC has a governance framework that includes committees and risk management tools, supporting negotiation mandates and reconciliation priorities. Initiatives like the Treaties and Aboriginal Government Learning Strategy demonstrate progress in building capacity. However, inconsistencies in governance roles across regions cause delays, while uneven onboarding practices risk institutional memory loss. Operational use of governance tools is inconsistent, and outdated systems hinder real-time oversight.

Engagement with Indigenous partners could improve with standardized feedback processes and mechanisms for issue escalation. Limited post-negotiation reviews and unclear processes for information sharing hinder preparedness for rights holders entering negotiations. Resource monitoring frameworks like the Table Management Framework offer insights but lack real-time application and clear communication protocols, risking negotiation delays. Addressing these issues will enhance CIRNAC's negotiation management capacity and progress demonstration. The audit resulted in five recommendations. Management has accepted the recommendations and has developed a management action plan to address them.

An Audit of Litigation Management was completed in 2025–26. Overall, the audit found that the current litigation management approach enhances sector flexibility and accountability, with several key processes and tools, including Litigation Management Oversight Directorate Toolkit and advisory committees. While collaboration with the Department of Justice is formalized, improvements in clarity, governance, and oversight are necessary. Roles and responsibilities need to be better defined, especially concerning strategic analysis and litigation prevention. Additionally, enhancing financial reporting for effective expenditure management and collaboration with external entities is crucial. Strong governance and clear accountabilities are essential for maintaining efficient and responsive litigation management aligned with reconciliation objectives. The audit resulted in seven recommendations. Management has accepted the recommendations and has developed a management action plan to address them.

Audit underway:

  • Audit of the Indigenous-Led Services Program (expected to be completed by October 2026)

The variance primarily reflects incremental funding provided through Supplementary Estimates:

  • To support the establishment of the National Council for Reconciliation ($1.5M)
  • For Sustaining the Major Projects Office, supporting Indigenous consultation and participation, and facilitating financing ($1.4M)

This increase was offset by internal reallocation of funds to other transfer payments to support specific initiatives or activities such as:

  • Leading the Way Conference and First Nations Tax Commission Study (-$3.2M)
  • The 10 Year Assembly First Nations (-$3M)
  • Urban, Rural and Northern Indigenous Housing Strategy (-$2M)

Contributions to support access to healthy foods in isolated northern communities

Start date/End date: Ongoing

Fiscal year for terms and conditions: 2022–23

Type of transfer payment: Contribution

Type of appropriation: Voted through Estimates

Purpose and objectives of transfer payment program: To support northern residents and their families living in isolated northern communities in making healthy food choices by subsidizing the cost of healthy, perishable foods, and, on an exceptional basis, non-perishable foods and essential non-food items that are shipped to communities without year-round marine or land access. Food security is a key element of Canada's Northern Strategy to help the North realize its true potential as a healthy, prosperous and secure region within a strong and sovereign Canada.

Engagement of applicants and recipients in 2025–26: This Transfer Payment Program (TPP) engages applicants and recipients at the program level. Engagement activities may include outreach initiatives, consultations, and ongoing support to encourage participation and alignment with program objectives.

Link to departmental result(s): The Northern and Arctic region is prosperous and sustainable.

Link to the department's Program Inventory: Nutrition North

Results achieved: This TPP contributes to results at the program level. For detailed results by program, please consult GC InfoBase using the program listed above.

Findings of audits completed in 2025–26: No audit was completed in 2025–26.

Planned audit:

  • Audit of the Nutrition North Canada Program (expected to be completed by October 2027)

Findings of evaluations completed in 2025–26: A Horizontal Evaluation of Nutrition North Canada, led by CIRNAC, was completed in 2025–26. Overall, the evaluation found a high ongoing need for the Nutrition North Canada program in eligible communities, with subsidies effectively reducing prices for nutritious food and essential items. New components like the Harvesters Support Grant and Community Food Programs Fund enhance community-led food security solutions, supporting food sovereignty and empowering Indigenous leadership. While these initiatives are well-received and align with federal objectives, they do not fully address the systemic issues contributing to food insecurity in Northern and Indigenous communities. Further reforms are deemed necessary for better responsiveness to Indigenous needs, especially regarding the subsidy. The program aims to enhance food sovereignty in the North by building and diversifying local food systems, fostering competition, supporting not-for-profit initiatives, and empowering Indigenous leadership for a self-determined approach. Nonetheless, structural barriers may threaten the sustainability and development of these initiatives over time.

Planned evaluation:

  • Horizontal Evaluation of Nutrition North Canada, led by CIRNAC (expected to be completed by March 2031)

Explanation of variances: This variance is explained by the lower uptake of the subsidy expenditures than originally planned. The subsidy expenditures are driven by actual demand for eligible products in northern communities.

Fiscal year for terms and conditions: 2018–19

Type of transfer payment: Contribution

Purpose and objectives of transfer payment program: To support the negotiation process, the implementation process, and the Treaty Commissions in their activities.

  • Negotiation: the purpose is to uphold Canada's commitment to negotiating treaties, claims, self‑government agreements, and other arrangements that reconcile Aboriginal rights under section 35 of the Constitution Act, 1982, with Crown sovereignty. This includes supporting Indigenous participation to ensure fair, balanced negotiations. These agreements provide clarity on Canada's responsibilities and foster respectful, cooperative partnerships nationwide. With provincial and territorial involvement, negotiations aim to establish claims and self‑government agreements that strengthen Indigenous self‑reliance and improve social, cultural, and economic conditions in their communities.
  • Implementation of Agreements: the purpose is to support the implementation of treaties and self-government agreements, advancing renewed treaty relationships and consultation and engagement on issues of importance to Indigenous peoples.
  • Treaty Commissions: the purpose is to enable the provincially and/or regionally based Treaty Commissions to facilitate discussions amongst Canada, First Nation groups or their political representatives and provincial governments on a broad range of topics related to, or arising from, existing treaties.

No future audits are planned or underway.

Explanation of variances:

The variance is mainly explained by delays in specific claims payments. These amounts were reprofiled to future years so that the funding could be used for its intended purpose:

  • Funding to settle land related claims and litigation (-$1,062.4M)
  • Funding for Advancing Reconciliation by Settling Specific Claims (-$1,060.3M)
  • Funding for Past Annuity Settlements with Treaty 8 First Nations (-$309.9M)

Grants to Land Claim Organizations, Self-Government Agreement Holders and First Nations Organizations to Support Harvesting of Country Foods and Grants to Northern Communities in Support of Market Food Access

Start date/End date: Ongoing

Fiscal year for terms and conditions: 2022–23

Type of transfer payment: Grant

Type of appropriation: Voted through Estimates

Purpose and objectives of transfer payment program:

  • Harvesters Support Grant: to support Indigenous harvesters in engaging in traditional hunting, fishing, and harvesting activities that are a part of Indigenous food sharing traditions in isolated communities eligible for food subsidies under the Nutrition North Canada Program. By supporting harvesters to begin, further engage, or re-engage in these activities, and by also supporting food sharing mechanisms within communities, it is expected that traditional activities supplying country foods will increase over time.
  • Community Food Programs Fund: developed in recognition that food sharing customs include food from all sources, both country foods and market foods. It is also recognized that isolated communities depend on more than just the local retailer to bring market foods into the community and are actively engaged in finding ways to care for their most vulnerable.
