Purpose and objectives of transfer payment program: to support northern residents and their families who live in northern isolated communities make healthy food choices by subsidizing the cost of healthy, perishable foods, and on exception basis, non-perishable foods and essential non-food items, that are shipped to isolated northern communities without year-round marine or land access. Food security is a key element of Canada's Northern Strategy to help the North realize its true potential as a healthy, prosperous and secure region within a strong and sovereign Canada.

Expected results: It is expected that the retail subsidy will help lower the prices of nutritious foods in the North. In combination with complementary health education activities, it is expected that the purchase of these foods will increase in the short and mid-term, and that in the longer term, more individuals living in eligible communities are expected to adopt healthier eating patterns which can contribute to decreases in the rates of chronic and infectious diseases.

Purpose and objectives of transfer payment program: support the negotiation process, to support the implementation process and to support the Treaty Commissions in their activities.
- Negotiation: the purpose is to uphold Canada's commitment to negotiating treaties, claims, self‑government agreements, and other arrangements that reconcile Aboriginal rights under section 35 of the Constitution Act, 1982, with Crown sovereignty. This includes supporting Indigenous participation to ensure fair, balanced negotiations. These agreements provide clarity on Canada's responsibilities and foster respectful, cooperative partnerships nationwide. With provincial and territorial involvement, negotiations aim to establish claims and self‑government agreements that strengthen Indigenous self‑reliance and improve social, cultural, and economic conditions in their communities.
- Implementation of Agreements: the purpose is to support the implementation of treaties and self-government agreements, advancing renewed treaty relationships and consultation and engagement on issues of importance to Indigenous peoples.
- Treaty Commissions: the purpose is to enable the provincially and/or regionally based Treaty Commissions to facilitate discussions amongst Canada, First Nation groups or their political representatives and provincial governments on a broad range of topics related to, or arising from, existing treaties.

Expected results: Projects support modern science and technology infrastructure in the North to expand post-secondary education, boost economic activity, promote environmental stewardship, and improve quality of life. They also create jobs during construction and operation. Funded initiatives in Indigenous and Northern communities aim to reduce greenhouse gas emissions and diesel use. The new science building at Yukon College will foster knowledge growth and aid its transition to university status. Eligible projects include studies and construction of renewable energy and energy efficiency systems tied to community infrastructure. To enhance local understanding of key issues and agreements, including their impacts through greater involvement of Northern and Indigenous organizations in consultations through improved information exchange, issue analysis, advocacy, and participation in planning, agreements, and sustainable development initiatives.

By supporting harvesters to begin to engage, further engage and re-engage in these activities and by also supporting food sharing mechanisms within communities, it is expected that traditional activities that supply traditional country foods will increase over time.
- Community Food Programs fund: developed in recognition that food sharing customs include food from all sources, both country foods and market foods. It is also recognized that isolated communities depend on more than just the local retailer to bring market foods into the community and are actively engaged in finding ways to care for their most vulnerable.
