April 1, 2011 | Status: Underway Update/Rationale: As of 30/09/2011: Program renovation is underway. Community Economic Development programming is being redesigned to better meet the needs of the recipients. The CFO and TBS will be consulted to ensure that the redesigned suite of programs are aligned with the Treasury Board Policy on Transfer Payments. The updated completion date is April 1, 2012. AES: Implementation ongoing. |
2. The Director General, Community Investment Branch should ensure that sufficient information is provided to program officers and recipients to facilitate the consistent reporting of plans and results thereby creating a basis for accountability consistent with the approved program terms and conditions. |

April 1, 2011 | Status: Underway Update/Rationale: As of 30/09/2011: Program renovation is still underway. CEDP is being redesigned to better meet the needs of the recipients and is being aligned with the Federal Framework for Aboriginal Economic Development. New program guidelines, developed in partnership with the regional offices, will ensure effective implementation, management and tracking of results of the new program. Ongoing training and support will be provided as required. The updated completion date is April 1, 2012. AES: Implementation ongoing. |
3. The Director General, Community Investment Branch should work with the Regional Directors General to establish expectations for CEDP recipient monitoring based on the relevant risks. |

April 1, 2011 | Status: Implemented Update/Rationale: As of 31/03/2011: A revised project reporting and payment disbursement regime has been developed for implementation April 1, 2011. The ongoing monitoring requirements for Community Economic Development program recipients is based on the rating determined through the department's General Assessment tool. AES: Based on the revised project reporting and payment disbursement regime as well as the revisions to CED monitoring requirements, which incorporate INAC's General Assessment methodology, the recommendation has been closed. |
