INAC HQ will work with Regions and First Nations to revise the reporting requirements included in a new performance measurement strategy for education programs and services. The principles of the Department's SMART reporting initiative will be applied to this exercise. Implementation date – December 31, 2008 |
31/12/2008 | Status: Implemented Update/Rationale: As of 31/03/2009: The principles of SMART reporting are being applied as a standard procedure. INAC, the Regions and First Nations have worked together to reduce the reporting burden of the delivery agents. The revised Nominal Roll Student (NRS) Census Report now includes new special education fields to identify the needs and services being provided to FN students identified with high-cost special needs. Completed November 28, 2008. AES COMMENT: Will review and confirm. |
| 2. Ensure all data required of all funding recipients is consistent and adequate for performance measurement requirements. | INAC will work with First Nations, Regions and Provinces on collecting consistent and accurate data to support the performance measurement requirements. INAC (HQ) will participate in SMART Reporting. |

Ensure funding is used only for HCSE services and establish mechanisms to better understand the extent of demand and costs. | INAC will review mechanisms with Regions to ensure clearer link between funding to regions and schools and the number of HCSE students receiving services. Tracking mechanisms to better understand the extent of demand and costs will be established. | 31/12/2008 | Status: Implemented Update/Rationale: As of 31/03/2009: The Nominal Roll Student Report was revised to identify the number of students with high-cost needs. The AFN-INAC SEP Working Group produced a comprehensive list that identifies the demand of HCSE per province. Data also provides information on provincial costing. Completed November 28, 2008. |

Strengthen training and capacity-building for First Nation school personnel. | HQ will work with Regions and FNRMOs to strengthen training, accreditation, and capacity building of First Nation teachers and school personnel. | 01/04/2008 | Status: Implemented Update/Rationale: As of 31/03/2009: In order to meet the needs of teachers who work with children with special needs, schools, INAC Regions, and FNRMOs can claim as SEP eligible expenditures the salaries of teachers and para-professionals. Other eligible costs include training in the delivery of SEP program, professional development and other instructional support. Completed December 21, 2008. AES COMMENT: Will review and confirm. |

Continue supporting mechanisms which will encourage economies of scale, innovation, and the sharing of services. | INAC will work with Regions, First Nations and other partners cooperatively to strengthen support for economies of scale, innovation and shared services | 12/12/2008 | Status: Implemented Update/Rationale: As of 31/03/2009: INAC's ongoing practice is to share best practices, information and lessons learned with Regions, First Nations and other partners. The ongoing practices also include bi-monthly conference calls with Regions. AFN-INAC SEP Working Group's document, describes how each province funds and delivers SEP. This will provide INAC with a vehicle to identify innovative practices across Canada. Completed March 31, 2008. AES COMMENT: Does not agree - Ongoing. |

Support prevention and early intervention activities within schools as well as other longer term multi-sectoral efforts to reduce and prevent disabilities on-reserve over time. | INAC will work with Regions, First Nations and other partners cooperatively to better support prevention and early intervention activities. | 01/04/2009 | Status: No longer relevant Update/Rationale: As of 31/03/2009: INAC's role is to liaise with HC through Regional office contacts in the communities to ensure that intervention strategies and practices to provide information to communities and schools are in place. HC's mandate also includes ensuring that First Nation and Inuit children in schools are immunized and that programs and services help to decrease illnesses, ensure healthy environments, increase healthy lifestyles and support mental and emotional needs. Completed March 31, 2009. |
